Targets and Goals

Bavaria aims to restrict the annual energy-related CO2 emissions from a level of over 90 million tonnes at the end of 1990s to 80 million tonnes by the year 2010 - a reduction of approximately 6 tonnes of CO2 per capita.
Top Actions
Bavaria adopted a Climate Protection Strategy in October 2000, which was most recently updated in 2007 - Klimaprogramm Bayern 2020 - Climate Protection Programme 2020 and has been equipped with an additional budget of Euro350 million (US$525 million) (total budget for period 2008-2011: Euro750 million (US$1,125 million). The Strategy follows a three-tiered approach:

Energy Efficiency

Target to increase energy productivity (GDP in relation to primary energy consumption) by 30%.

The top action is the promotion of energy-efficient refurbishment of old buildings. Euro150 million (US$188 million) are foreseen for the refurbishment of public real estate. The measures apply to both buildings and technical equipment. Moreover, the use of renewable energy is to be intensified.

In a pilot study, Bavarian municipalities are rewarded by the 'European Energy Award' for the identification of energy-efficient potentials and the implementation of respective measures. Euro150,000 (US$188,000) have been allocated for the 'Award'.

The federal government has issued appropriate funding programs (connected with the realization of the energy saving regulations) for the energy refurbishment of residential buildings through the KfW bank (http://www.kfw- foerderbank.de/EN_Home/index.jsp), which are strongly supported by Bavaria (e.g. setting up information centers at the local level). In 2006, Bavaria was the state with the most applications filed in.

The state of Bavaria participates in the "Federal-State-Municipal investment pact for energy-efficient refurbishment of social infrastructure" which focuses on the refurbishment of social infrastructure (schools, day care facilities, gymnasiums, etc.) Euro30 million (US$45 million) are invested in this measure.
Renewable Energy

Target to double the share of renewable energy in final energy consumption to 20%.

Target to increase the share of renewable energy in electricity generated to 25-30%.

Target to exploit the potential for increasing electricity generated from hydro-electric power taking into account water management and nature conservation concerns.

Target to increase the contribution of geothermal energy to 1-2% of electricity generated and heat supplied.

Target to increase the share of biomass in the production of primary energy to 8%.

Target to double the share of combined heat and power in the electricity produced (subject to future framework conditions at the EU and Federal level).

The amount of renewable energy (primary energy consumption) will be doubled from 8 to 16% by 2020. Biomass research and production as sources for renewable energy have been supported by the Federal State with Euro179 million (US$225 million) (1990-2006). This commitment continues with investments in biomass research and use of biomass for fuel and power plants and also comprises information and advisory campaigns.

Geothermal energy is intensively promoted in Bavaria with a special focus on the optimal distribution of heat. For this reason Bavaria has set up a special funding program with a total budget of Euro12 million (US$17.8 million).
Clean Transport

The promotion of public transport is an important pillar in the climate strategy. The Federal State supports a dense and well-functioning transport system with Euro1.25 billion (US$1.57 billion) per year.

15 new traffic management systems are planned, predominantly in conglomerations, as well as the provision of additional large-scale variable traffic guidance systems extending across the borders to other federal states and countries.

Additionally the Bavarian government is intensifying the dialogue with the automobile industry and its suppliers to put stronger emphasis on the topic of climate, i.e. reduction of CO2 emissions of cars and environmental protection.
Sustainable Land Use

As an adaptation measure to climate change, forest transformation is fostered with Euro22.5 million (US$28.3 million). Vulnerable coniferous forests are transformed to climate-tolerant mixed forest. Furthermore, mountain forests are reconstructed and maintained.

Initiatives are supported in the agricultural sector to augment energy-efficiency and reduce GHG emissions. Especially promoted are the expansion of extensive organic farming and the reduction of nitrogen fertilizers.
Fiscal Measures and Market-Based Mechanisms

Euro350 million (US$440 million) have additionally been allocated to the annual ¬100 million (US$125.7 million) for the Climate Protection Programme (2008-2011). This means a total sum of Euro750 million (US$942.7 million) for 2008-2011.
