GHG Emissions: State baseline in development


Targets and Goals

  • The Quintana Roo government is currently establishing the state’s greenhouse gas baseline in order to develop the Governmental Action Plan for Climate Change which will determine the commitment to reduce GHG emissions by 2050, and will include adaptation measures.
  • On August 31st 2010, Governor Felix Arturo Gonzalez Canto established Quintana Roo´s State Climate Change Commission.
  • Quintana Roo will be the first Mexican state to offset emissions from the operation of governmental offices.

Top Actions

Energy Efficiency

  • Energy audits have been carried out in state and municipal government offices, resulting in a 15% reduction in electricity consumption.
  • There are proposals to replace street lighting in the municipalities, to reduce power consumption  by 40%.
  • Campaigns are running to replace incandescent lamps in the social sector and to conduct energy audits in residential and business sectors.

Renewable Energy

  • Wind generation projects across the state are producing over 28 MW of green electricity.
  • 2.5kW photovoltaic panels have been installed on the offices of the State Energy Commission.
  • Pilot installation of solar panels is taking place in low-scale housing in Chetumal.
  • The first aero-generator in the state was recently installed near the COP16 site to provide meeting’s energy.
  • It aims to generate 1.5 MW of Renewable Electricity from the use and combustion of biogas in the landfill north of Cancun, the first project for  reduction of GHG emissions certified by the IPCC, It is estimated to reduce 40.000 Carbon Credits (CERs, Certified Emission Reduction) per year.

Clean Transport

  • There is currently a proposal to purchase of hybrid vehicles (electric-gasoline) for the state and municipal government fleets.

Sustainable Land Use

  • The "Conservation and sustainable use of forests for the sale of environmental services" study determined that there was 56,421 hectares over 63 communities in the state suitable for forestation and reforestation projects for the period 2010-2019, under the CDM and Voluntary Markets.
  • Quintana Roo, Yucatan and Campeche – the 3 states of the Yucatan Peninsula are working on the First Regional Climate Change Framework in Mexico, this framework includes a REDD+ project.

Waste Management

  • A project to capture biogas (methane) produced on the Cancun Landfill is on course, awaiting IPCC executive board approval.
  • Pilot Plant Biodiesel Generation is underway in Cancun – which collects edible oils from restaurants and hotels.
  • Electric power generation through biomass in landfill projects are underway in the municipalities of Benito Juarez and Othón P. Blanco.
