Targets and Goals

In São Paulo, Brazil, October 13th, 2009, the State Parliament has approved the Climate Change Bill (1/2009) with significant provisions, including an ambitious target for greenhouse gas (GHG) emissions mitigation: 20% by 2020, based on 2005 anthropogenic emissions. It is expected to be sanctioned by the State Governor José Serra prior to the 15th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP15) in December, in Copenhagen - Denmark.

Renewable Energy

  • Sao Paulo has developed large Clean Development Mechanism (CDM) projects in the field of biogas recovery from landfills. The two largest - Sao João and Bandeirantes landfills have both electric capacities of 20MW. More than ten other biogas to energy projects (100 to 500kW steam) are also being installed in breweries as well as dozens of small scale plants (50 to 200kW) in farms.
  • CENBIO (The Brazilian Reference Centre on Biomass) in Sao Paulo, supported by the European Union, is implementing Project BEST, which aims to have 160 buses running on bioethanol from 2006 to 2009. 
  • In April 2007, Sao Paulo created the State Special Commission of Bioenergy with the objective to elaborate the Plan of Bioenergy of the State of Sao Paulo. This plan evaluates the potential to develop supply chains of biodiesel and ethanol in the State, defining R&D directions and governmental areas of intervention.
  • Created in 2007, the Agro-environmental Protocol for Green Ethanol (Green Ethanol Project), a voluntary process certification scheme, is being developed to promote best practices beyond business-as-usual in the sugarcane sector. Signed by the State Governor, the Secretaries of Environment and Agriculture and the President of the Sugarcane Producers Union UNICA it aims to enable the issuance of an official Certificate of Conformity.
  • Sao Paulo City passed legislation on solar thermal systems in buildings. Since 2007, buildings with more than 3 bathrooms whether they are homes, apartments, trade and services or industrial buildings must use solar heating systems.
  • Sao Paulo drafted the 2002 World Summit on Sustainable Development proposal for a 10% global target for renewable energy which has created the momentum for the Johannesburg Renewable Energy Coalition (JREC) and the following international conferences on renewable energy (Bonn, Beijing and Washington).

Clean Transport

  • Sao Paulo is investing US$7.285 billion in the Metropolitan Subway and public transportation within the metropolitan area for the period 2007-2010, four times more than the total invested between 1995 and 2006. These investments will help modernize the lines and create more than 100km of new lines and corridors for buses in the metropolitan regions of Sao Paulo city, Santos and Campinas. New last generation trains will also be put into operation in the Sao Paulo Subway and the metropolitan trains.
  • Nearly 69% of vehicles produced in Brazil are now flexfuel, using any kind of combination of ethanol or gasoline. Sao Paulos fleet is around 50% of the national total. 

Sustainable Land Use

  • The Riparian Forest Project, created in 2007, is conducted by the Secretariat of Environment to promote the recovery of the riparian forest in the State, by extending the forest cover from 13.9% to 20% of the state territory (potentially 1.7 million hectares) in partnership with the Secretariats of Agriculture and Sanitation among others.
  • A detailed Ecological-Economic Zoning map for the sugarcane sector was launched in 2008. It defines where production can be expanded, contained or prohibited, taking into consideration underground water vulnerability, biodiversity, and mechanical harvesting potential. The State delivers operating permits on the basis of this map.
